Purchasing Manager
Job Description
Pay: $150,000 - $170, 000/ annually
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
• Directs the department in assuring that all materials and services are acquired in a cost-effective, legal, and timely manner and that inbound/outbound mail, errands, and merchandise pickups are performed expeditiously.
• Ensures optimum performance of the departmental function by recommending and implementing strategic and tactical methods to improve productivity, increase effectiveness, enhance efficiency, control costs, and thereby contribute positively to the company’s profitability.
• Instills performance excellence in all functional areas through work professionalism and integrity. Emphasizes confidentiality with all matters of acquisition costs and other company proprietary information.
• Directs the Purchasing function in acquiring materials and services for the desired achievement of the lowest total cost of ownership, while doing so at the right quality, quantity, and time.
• Directs the Mail Services function in processing all incoming and outgoing US mail, express mail, interoffice mail, errands, and merchandise pickups, as well as general office supplies.
• Negotiates, implements and manages high dollar, commercially complex supply agreements.
• Executes and administers all company-generated agreements, formal contracts, licenses, consulting agreements, rental/lease agreements, service agreements, and other legal instruments, in accordance with review and authorization by the company’s legal counsel.
• Manages the disposition of unwanted company assets, in such a manner, to maximize investment recovery.
• Facilitates and manages various refinery office and plant administrative services, inclusive of the services for janitorial cleaning and related supplies, coffee/sundry, soda/food vending, and the consignment program for general office supplies.
• Serves as the company’s designated Small Business Liaison Officer, with responsibility for the preparation and administration of the subcontract plan for the company’s jet fuel program with the Department of Defense, as may be applicable. Submits periodic reports on compliance of annual goals to the Defense Contract Management Agency.
• Develops and maintains policy guidelines for departmental members.
• Monitors and evaluates commodity price and supply trends. Executes supply agreements to hedge against predicted price increases or market availability limitations.
• Leads departmental members to apply techniques of negotiation, value analysis, consignment, integrated supply and cost avoidance principles in beneficially meeting company requirements.
• Locates new sources of supply where advantageous in price, quality, reliability, technology, and/or superior post-purchase service.
• Directs the implementation and usage of electronic data interchange (EDI) technology with sources of supply trading partners, in conjunction with other e-procurement and innovative, automation methods to replenish the maintenance warehouse spare parts inventory.
• Interfaces with all organizational strata, both within the company as well as externally with suppliers and contractors.
• Coaches, guides and coordinates the training of departmental members to enhance job performance.
• Coordinates the pre-qualification of prospective suppliers and contractors. Maintains the company’s approved manufacturer directory for equipment and supplies. Evaluates the qualification of suppliers/manufacturers through on-site facility reviews.
• Oversees the administration of company’s procurement card program.
• Directs departmental members to assure continuous improvement programs are in place with suppliers and contractors.
• Directs the implementation of new or upgraded functional software in Purchasing.
• Directs and coaches departmental members to improve in their job performance as necessary.
EDUCATION and/or EXPERIENCE
• Bachelor’s degree in Business, Engineering, or Supply Management.
• At least 10 years of progressive experience in the procurement/supply management field for a manufacturing company; or equivalent combination of education and experience.
• Must have proven managerial/leadership skills with exemplary ethical standards, principles and core values. Requires a high degree of business acumen, persuasive ability, tact, and diplomacy.
• Excellent oral and written communication skills are required. Proficiency with use of business application software and enterprise procurement software systems is required.
• Must have advanced analytical and keen problem-solving skills.
